Try to leave as much room as you can between the fasteners and the edge of the bodywork for strength.

Small spring clamps help, along with blue tape to help hold things together and in place.

Smaller diameter on the outer panel for the Dzus "bolt" and a bit larger on the inner panel for clearance.

I always drill a small pilot hole first with the panels fit together on the bike, then drill out to the hole size you need.
