So companies like this idea, Labor unions can no longer fight for wage increases, but they can fight for increased benefits, so they like this idea.

FDR gave an executive order freezing wages and price increases. So companies need to have a competetive edge,and begin offering benefits in addition to salary.

basically they won't put your drug on their formulary unless you offer them big rebates
