Both valves at the water meter were broken off, and no valve at the water heater either, I was even pulling the ceiling tiles down looking to see if it was else where

1/4 turn ball valves should be everywhere. Main into the house and in/out for every component/appliance.

Yes, it's at the water meter, 1 before and 1 after, both knobs were snapped off

I know there's a valve in my house the can cut the water off coming into the house.
